
Recently, the National Development and Reform Commission and other departments issued the Circular on doing well the full coverage of Renewable Energy Green Power certificates to promote Renewable Energy electricity consumption (hereinafter referred to as "the notice").
According to the Circular, all electricity produced by national wind power (including distributed wind power and offshore wind power), solar power generation (including distributed photovoltaic power generation and photothermal power generation), conventional hydropower, biomass power generation, geothermal power generation, ocean energy power generation and other renewable energy power generation projects that have been documented and issued with green certificates will be issued with green certificates.
At the same time, it is proposed to study and promote the convergence and coordination of the Green Certificate, the national carbon emissions trading mechanism and the voluntary greenhouse gas emission reduction trading mechanism.
The notice makes it clear that the state issues a green certificate for qualified renewable energy electricity, and one green card unit corresponds to 1000 kilowatt-hours of renewable energy.
In principle, the issuance of green card is based on the data provided by power grid enterprises and power trading institutions, and checked with the data provided by power generation enterprises or project owners.
The corresponding amount of electricity in the green certificate shall not repeatedly apply for other certificates of the same attribute in the electric power field.
In addition, the notice requires that the electricity of new energy that can be issued with a green card for trading must be the electricity of the Internet.
That is, the online power consumption of centralized wind power (including offshore wind power), centralized solar power generation (including photothermal power generation), distributed wind power and distributed photovoltaic power generation projects, the online electricity of renewable energy power generation projects such as biomass power generation, geothermal power generation, ocean energy power generation, etc., can be issued with a tradable green card.
For conventional hydropower projects in stock, the tradable green card is not issued for the time being, and the corresponding green card is transferred directly free of charge with the electricity.
With regard to the orderly application of green permits, the Circular clearly puts forward five key tasks, namely, supporting green power transactions, accounting for renewable energy consumption, certifying green power consumption, connecting the carbon market, and promoting international mutual recognition of green certificates.
