
On November 11, the 1.2 million tons/year ethylene and downstream high-end new materials industrial cluster project in Tianjin Nangang was successfully started up at one time, and the whole process was opened to produce qualified products. So far, the ethylene production capacity of Sinopec Tianjin Base has reached 2.5 million tons/year, becoming one of the largest ethylene industrial bases of Sinopec.
Tianjin Nangang Ethylene Project is a key project of the country's '14th Five-Year Plan'. It is an important strategic move for Tianjin to build a national advanced manufacturing R&D base and Sinopec's world-class refining and chemical base layout. The project mainly includes 13 chemical units with a 1.2 million tons/year ethylene unit and downstream units, producing high-end, differentiated, and domestically gap-filling new materials and special chemicals.
The project releases new development momentum with green intelligent manufacturing, domestically pioneered the coupling utilization of ethylene units and LNG cold energy, built Sinopec's first green power plant with a refining and chemical base, and built the first unmanned smart laboratory in the domestic petrochemical industry, fully forging new quality productivity.
The project was constructed by Sinopec Fourth Construction Company. During the project construction process, in accordance with the target positioning of 'innovative projects, benefit projects, and demonstration projects' and the construction requirements of 'safe projects, quality projects, and benchmark projects' set by the Party Committee of Sinopec Group, Tianjin Petrochemical worked closely with the participating units to give full play to the combat advantages of the 'large army', planned from a high starting point, and promoted with high standards, forming more than 120 management, construction methods, and technological innovations.
The project took only 21.5 months from the start of civil construction to the completion of machinery, breaking many records of similar projects such as the best overall coordinated control plan, the least number of workers, the deepest degree of factory prefabrication, the largest proportion of modular installation, the highest localization rate of large-scale equipment, and the widest application of digital intelligence, achieving more than 1,000 days of safe construction and more than 60 million safe man-hours, and achieving comprehensive excellence in safety, quality, and progress.
In the process of production preparation and material feeding and start-up of the project, we adhere to scientific research and judgment, coordinated optimization, and steady progress to ensure that the equipment can be started and stabilized. High-quality production preparations such as chemical cleaning, airtightness testing, purging construction, material procurement, and professional training have been carried out to effectively overcome the multiple challenges of 'first machine', 'first set', and 'first localization'. Adhere to safety first, carry out special actions of 'identifying risks, eliminating hidden dangers, improving quality, and ensuring start-up' in the whole region, and comprehensively implement grid management to achieve safe, environmentally friendly and stable start-up with high standards.
As the leader of Sinopec Tianjin Nangang high-end new material project cluster, after the Tianjin Nangang ethylene project is put into production, it can provide 4 million tons of high-end chemical products and fine chemical raw materials to the downstream every year, which will drive the development of downstream industries worth hundreds of billions of yuan and help Tianjin's fine chemical and new materials industries to be at the forefront of the country. At present, many 'specialized, refined, and new' enterprises have settled in Tianjin, and the scientific and technological innovation system of Beijing-Tianjin dual cities and the front factory and backyard has been deeply activated. The 'industry + innovation' ecosystem with multiple chains at one end, integrated chains into pieces, and connected pieces into groups is growing continuously, which is of great significance to accelerate the transformation and upgrading of my country's traditional petrochemical industry to high-end, intelligent, and green.
In the next step, Tianjin Petrochemical will use the Tianjin Nangang Ethylene Project as a driving force, give full play to the integrated advantages of 16 million tons/year of refining and 2.5 million tons/year of ethylene, and continue to promote the construction of a world-class, high-tech, integrated Tianjin base.
