Sinopec Qilu Petrochemical Luyou Lulian Transformation and Upgrading Technology Transformation Project Starts Construction

On the morning of December 19, the Sinopec Qilu Petrochemical Luyou Lulian Transformation and Upgrading Technology Renovation Project started construction in Zibo City.

The Luyou Lulian Project mainly constructs a 10 million tons/year atmospheric and vacuum unit, a 1 million tons/year ethylene and its downstream supporting units, etc., which is of great significance to promoting the transformation and upgrading of Shandong's petrochemical industry and helping Sinopec to become better and stronger.

According to the environmental impact assessment report published by the Shandong Provincial Department of Ecology and Environment in November, the total investment of the Luyou Lulian Project is about 24.49 billion yuan, including two parts: refining and chemical industry. The construction period is 2 years and 7 months. The construction site is in the existing plant area of Qilu Branch, Qilu Chemical Industrial Zone, Linzi District, Zibo City, Shandong Province.

The refining part includes a 10 million tons/year atmospheric and vacuum unit, a 2.1 million tons/year high-end carbon material unit, a 2 million tons/year hydrocracking unit, a 1.5 million tons/year continuous reforming unit, an 80,000 Nm³/hour dry gas hydrogen production unit, an 80,000 tons/year sulfur recovery unit, a 1 million tons/year coking gasoline hydrogenation unit, and the construction or renovation of corresponding supporting storage, transportation, public works, and auxiliary facilities.

The chemical part includes a 1 million tons ethylene cracking unit, a downstream supporting 200,000 tons/year ethylene oxide unit, a 600,000 tons/year cracking gasoline hydrogenation unit, a 1.3 million tons/year aromatics extraction unit, a 150,000 tons butadiene extraction unit, a 200,000 tons ion membrane caustic soda capacity recovery technology transformation, a waste alkali liquid treatment unit, a 180,000 tons/year aromatics adsorption separation unit and other units (units) and storage, transportation, public works and auxiliary facilities system transformation.

According to the data, the Qilu Branch of Sinopec Corporation is located in Zibo City, Shandong Province. It was founded in 1966. After more than 50 years of construction, it has developed into a large-scale oil refining, chemical and chemical fiber joint enterprise. By the end of 2022, the Qilu Branch's comprehensive refining processing capacity is 10 million tons/year, ethylene production capacity is 800,000 tons/year, synthetic resin is 1.3 million tons/year, caustic soda is 450,000 tons/year, rubber is 300,000 tons/year, benzene is 500,000 tons/year, butyl octanol is 325,800 tons/year, acrylonitrile is 260,000 tons/year, acrylic fiber is 54,000 tons/year, and thermal power installed capacity is 504,000 kilowatts.
